CoC Announces FY 2024 - 2025 CoC Program Competition

HUD published the FY2024 Continuum of Care (CoC) Funding Notice for Homeless Assistance Grants on July 31, 2024.  Approximately $3.52 billion is available. The Notice of Funding Opportunity (NOFO) for the Fiscal Year (FY) 2024 FY 2025 Continuum of Care (CoC) Program Competition (NOFO) has been posted on Grants.gov and is available on the Funding Opportunities page on HUD’s website. Additional resources are available on the Continuum of Care Program Competition page of HUD’s website starting July 31, 2024. The CoC Consolidated Application, CoC Priority Listing, and Project Applications will be available in e-snaps. Collaborative Applicants and project applicants will access the applications to review, update, and enter required information for the application process.  Additional guidance is posted on the CoC Program Competition page of HUD’s website. The HUD 2024 deadline date is October 30, 2023. The HUD deadline date for 2025 is August 29, 2025. The Lake County CoC will be announcing the 2025 Local CoC Competition in 2025.

August 23, 2024 - Lake County CoC will hold a Q&A at 11:00 am https://us06web.zoom.us/j/83585078563?  

September 11, 2024 – Renewal projects will submit a Lake County CoC project application template from eSNAPS in PDF format in Good Grants.

September 11, 2024 – New projects (CoC and DV Bonus projects) will submit a Lake County CoC project application template from eSNAPS in PDF format in Good Grants.

September 11, 2024 - Lake County CoC Local Competition is complete. Each project application template from eSNAPS must be submitted in e-snaps for final CoC review.

September 17, 2024 - 3 separate Project Application Interviews will be held over Zoom Meeting. One for the CoC Bonus, 1 for the DV Bonus, and 1 for renewals.

September 20, 2024 - The Lake County CoC Grant Selection Working Group will make recommendations to the Lake County CoC Executive Committee

September 13, 2023 – Each project applicant is notified in writing if their project is accepted, rejected, or reduced on the Lake County CoC Project Priority Listing. 

September 29, 2024 - All appeals must be submitted to Scott Abbott at acott.abbott@lakecountyca.gov.

October 3, 2024 - Appeal Meeting at regularly scheduled Lake County CoC Executive Committee Meeting

October 14, 2024 - All applications will be uploaded to the Lake County CoC website with scores and recommendations to HUD.

Therefore, interested entities are able to apply for the following categories:

 

  • CoC Bonus: Estimated at $31,580

  • DV Bonus: Estimated at $50,000

  • Renewal Project for Sunrise Special Services Foundation TBD 

  • Lake Family Resource Center approximately TBD

  • Planning Grant: Estimated at $50,000

Please note, an entity can apply for one, two, or all three of the following categories. See NOFO for eligible entities. 

  • Renewal of two previous Domestic Violence Grants. These projects provided Rapid Rehousing Services to those who were victims of domestic violence

  • New Domestic Violence. Projects must serve survivors of domestic violence, dating violence, and stalking. Services can be Rapid Rehousing, Joint Transitional Housing and Rapid Rehousing, or Supportive Services Only (including Coordinated Entry for housing).

  • New CoC Bonus grant. The LCCoC has determined that the CoC Bonus will be for Coordinated Entry (supportive services only) to continue developing or operating a coordinated entry system.

Esnaps submission of projects may be no later than 30 days before the HUD deadline of 10/30/2024. The Lake County CoC will notify all project applicants no later than 15 days before the application deadline of October 30, 2024, whether their project application will be accepted and ranked, rejected or reduced as part of the CoC Consolidated application and of their number ranking. Project application deadlines and materials will be posted on HUD CoC Competition NOFO | Lccoc (lakecoc.org)

Good Grants submissions are required in order to be considered by the LCCoC as recommendations to HUD. 

FUNDING AMOUNTS

 

ANNUAL RENEWAL DEMAND (ARD) –The total amount for all projects eligible for renewal in the 2024 competition based on the HUD approved Grants Inventory Worksheet. The Lake County CoC Annual Renewal Demand (ARD) amount approved was $95,792.

DOMESTIC VIOLENCE RENEWAL PROJECTS

Domestic Violence, Sexual Assault, and Stalking Renewal Projects (DV Renewal Projects) are eligible renewal projects that were originally funded with DV Bonus funding or were at some point in expanded using DV Bonus funding and continue to serve the same population.

NEW PROJECTS 

New Projects include expansion of existing renewal projects. New projects may be created through the reallocation process, bonus funds, or a combination of reallocation and bonus funds.  Reallocation and bonus funds may be combined to funds new projects. There is an amount allocated to each CoC for bonus projects that is equal to 7% of the Final Pro Rata Need. This amount is $18,422.  Multiple projects are allowed. All New project applications are included in the project tiering except Planning.

 

5 types of new projects are allowed:

  • Permanent Supportive Housing that serve chronically homeless or eligible under the Dedicated PLUS definition. See NOFO p. 15

  • Rapid Rehousing projects that serve households who meet the homeless definition categories of 1,2 or 4. See NOFO p.31

  • Joint Transitional Housing and Permanent Housing -Rapid ReHousing component project that serve households who meet the homeless definition categories of 1,2 or 4.– See NOFO p.17-18 & 31

  • Coordinated Entry (supportive services only) to develop or operate a coordinated entry system. See NOFO p. 32

NEW PROJECTS CREATED THROUGH DOMESTIC VIOLENCE BONUS FUNDS (revised)

There is an additional amount allocated to each CoC for projects dedicated to victims of domestic violence. Projects must serve survivors of domestic violence, dating violence, and stalking. The eligible population is survivors of domestic violence who are defined as homeless at 24CFR 578.3 (4). All DV projects must be for a grant term of 1 year.  These projects will be selected by HUD based on CoC Score plus other criterion noted in NOFA p.28 using a point scale. CoCs may create any of the following project types if the amount is at least $50,000:

  • Rapid Rehousing (PH-RRH);

  • Joint Transitional Housing and Rapid Rehousing (Joint TH-RRH)

  • Supportive Services Only-Coordinated Entry (SSO-CE) that targets victims of domestic violence

(Only one Coordinated Entry application is allowed).

NOTE: Expansion of any existing RRH or Joint TH-RRH renewal that is non-DV will qualify as a new DV bonus if it exclusively serves DV persons.

Video: Accessing the CoC Program Project Application in e-snaps - HUD Exchange

To apply in e-SNAPS:

  1. If not having done so already, follow the instructions to create an e-snaps profile on the HUD exchange.

  2. Log into e-snaps at https://esnaps.hud.gov/grantium/frontOffice.jsf and select "Applicants" in the left menu of the main screen. Important; if working on the project application select “Save” and then select “Back to Submissions List” to exit the project application and go back to the main menu. Select "Applicants" from the left menu to access the Project Applicant Profile using the following steps. Note: The “View Applicant Profile” link in the left menu leads to a read-only version of the profile and does not allow editing).

  3. After selecting "Applicants", select the folder under “Open”. The list of project applicant profile screens will appear in the left menu.

  4. Begin by opening the profile for editing by selecting “6. Submission Summary” from the left menu and then select the "Edit" button at the bottom of the screen. Once in edit mode, the entire profile can be updated.

  5. After you have completed all updates and screens have been “Saved,” return to “6. Submission Summary” and select the "Complete" button at the bottom of the screen.

  6. Finally, select "Back to Applicants List" in the left menu, then select “Submissions” in the left menu of the e-snaps main screen to open a project application. The updated profile information should now appear in all Part 1 screens. If information is not showing as updated, most likely one of the steps above was not completed correctly.

Follow instructions in e-SNAPS for parts 1 and 2. Parts 3 through 6 are for eligible activities which include Permanent Housing-Rapid Rehousing, Joint Transitional Housing and Permanent Housing-Rapid Rehousing and Support Services-Coordinated Entry.

Check the DV Bonus Box on screen “3B. Project Description,” question #3. On Screen “6A. Funding Request,” question #2, “DV Bonus” must be selected from the dropdown. Be sure to link the project to the Lake County Continuum of Care – CA-529.

Good Grants Registration and Application Guide

The LCCoC has a new process for applying for funding. The following is a step-by-step process for accessing the applying for any Request for Proposal from the LCCoC.

1) Lake County Continuum of Care Request for Proposals (grantplatform.com)

2) Enter an email address.

3) Register for an account with your first name and last name, add your email address and password, click on the 2 boxes, and then on "Complete registration".

4) Click on "Start Application".
